As tempting as this offer may be, officially you need to have "Concierge" status in order to be able to buy that pack, which means you need to have put some 1000 $ into the game already.
On the other hand, if you're really eager to spend those 27K, you can always contact the support. Should work, even if you have just spent $999 yet.

Hi Mike,

I supported the game a bit, my last purchase being in Jan 2015. I can't stand the forums, not just the newer format, but also the rabid responses to anyone who dares criticize the game. Some of the folks over there are so steeped in the 'lore' of the game that I wonder about their sanity...

I'll wait until a game finally ships, then I'll have a look.
